In July 2021, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Further Reducing the Academic Burden of Compulsory Education Stage Students and the Burden of Extracurricular Training", deploying the implementation of the "Double Reduction" work. After more than a year of joint efforts by all sectors of society throughout the country, progress has been made in the governance of subject-based training. Based on this, in response to concerns of the society and to accelerate the resolution of problems arising from non-subject-based training, and to comprehensively regulate the non-subject-based training behavior, safeguard the legitimate rights and interests of students and parents, the Ministry of Education and thirteen other departments recently issued the "Opinions on Regulating Non-Academic School Out-of-School Training for Primary and Secondary School Students" (hereinafter referred to as the "Opinions"), which provides a comprehensive deployment of the governance of non-academic school off-campus training.

The "Opinions" pointed out that it is necessary to adhere to the guidance of Xi Jinping's socialism with Chinese characteristics for a new era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, comprehensively implement the party's educational policy, implement the fundamental task of cultivating people with all-round moral, intellectual, physical, aesthetic, and labor qualities, adhere to the work principles of "serving education, problem orientation, internal and external linkage, and departmental coordination", focus on coordinating various forces, adopt multiple measures, precise strategies, and comprehensively regulate the non-academic training, making it a beneficial supplement to school education and promote the all-round development and healthy growth of students.

The "Opinions" emphasizes that regions should clarify the main management departments for non-subject-based training, set standards, and admission procedures. Provinces (autonomous regions, municipalities) should differentiate between sports, cultural and artistic, and technological categories of training institutions, and clarify the corresponding competent authorities. The provincial competent authorities should take the lead in formulating basic setting standards for online and offline training institutions for the corresponding categories, and clarify the bottom line requirements. Training sites must meet the requirements of national laws and regulations and policies on fire protection, housing construction, environmental protection, hygiene, and food management. Personnel employed in training must possess professional (special) capabilities or corresponding teacher qualification certificates for sports, culture and arts, technology and other categories. Institutions must obtain administrative permits from the competent authority before lawfully registering as a legal entity. A comprehensive inspection and standard rectification of existing institutions should be carried out.

The "Opinions" points out that non-subject-based training institutions should operate within the prescribed standards. Non-subject-based training content should correspond to the age, physical fitness, and cognitive level of the trainees, meet their various learning needs, and not provide training related to school subjects. Training time should not conflict with local primary and secondary school teaching time, with offline training ending no later than 20:30, and online training ending no later than 21:00. Non-academic training institutions should adhere to the public welfare attributes, clearly prices, and open information. Training fees should be paid into designated bank accounts for special fund management.
